Derbyshire County Council cabinet members have been updated on progress on a regeneration programme for the county totaling more than £570 million over the next few years.
More than 50 major projects are included in the programme, initiated either by us, by the Government or by district or borough councils.
We have a key role to play either as a direct sponsor or as a delivery partner in these projects which are at varying stages of preparation.
Projects underway
Ashbourne Airfield Expansion (£6 million)
New roundabout on A52 and link road into industrial estate, opening up land for employment and housing. Opening to traffic within the next few weeks. Funded jointly through Government’s Local Growth Fund (£1m) and £5m from local partners.
Hollis Lane Link Road Phase 1 (£10.8 million)
Construction of new road into Chesterfield Station. Planning application submitted and if approved the project will be funded jointly through Government’s Local Growth Fund (£3.8m) and £7m from the council and Chesterfield Borough Council.
Fairfield / Hogshaw Enabling Infrastructure (£2.4 million)
Led by High Peak Borough Council with support from us, proposals have been drawn up to build a new roundabout and access to a housing development in the Fairfield / Hogshaw area of Buxton and also provides a section of the White Peak Loop cycle trail. Funding has been earmarked from the Government’s Housing Infrastructure Fund (£2 million) with options for the remaining funding being considered.
Projects currently being prepared
Chesterfield-Staveley Regeneration Route (£125 million)
Reclamation works and construction of a 3.7-mile road connecting Chesterfield with Staveley, opening up land for jobs and housing. Outline business case for funding due to be submitted to Government at the end of summer 2022 requesting £106m to help fund the project with a further £19m expected to be contributed by local public and private sector partners.
South Derby Growth Zone (£55 million)
Highway infrastructure to support commercial development and housing (Infinity Garden Village). Outline business case for funding due to be submitted to Government later this year requesting £49m to help fund the project with a further £6m expected to becontributed by local partners.
Elvaston Castle (£35 million)
Proposal to redevelop Elvaston Castle estate (house and gardens) to make it commercially viable and increase visitor numbers. Planning application for initial phase to create new access drive and car park submitted March 2022 and if approved phase 1 will be funded by £5.5m from us with funding sources for further phases to be identified.
Ashbourne Relief Road (£20 million+)
Project to build a new road to ease congestion on the existing road network. Detailed designs are being prepared and the funding package is to be developed.
Access to Shirebrook (approx. £50 million)
Project to explore ways in which to improve connectivity between Shirebrook, other locations and major transport corridors such as the M1 Motorway, supporting its ability to attract investment. Initial work on the project is being funded by us.
Swarkestone Causeway (approx. £50 million)
Project to find a solution to the problem of a major road crossing a Scheduled Ancient Monument. Initial work on the project is being funded by the county council.
Staveley Town Deal Investment Plan (£25 million)
Being delivered by Chesterfield Borough Council and funded by the Government’s Town Deal. We are involved in three projects as part of the plan: new commercial/retail/leisure facilities at Staveley Basin and town centre improvements including support for the Wheels to Work scheme, plus work towards the potential reopening of the Barrow Hill rail line.
Long Eaton Town Deal Investment Plan (£25 million)
Being delivered by Erewash Borough Council and funded by the Government’s Town Deal. We are involved in two projects as part of the plan: a new roundabout at Derby Road Junction/The Green and improvements to the High Street.
Connecting Chesterfield (£20 million)
Chesterfield Borough Council is leading this project to improve the town centre using Levelling Up funding from Government with support from us.
East Midlands Freeport (£25 million for the initial phase)
Partnership project to establish the UK’s only inland freeport to bring jobs, investment and prosperity to the region. The full business case for funding was submitted to Government in April 2022.
